Roll Call – Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Lattimore - Present.
City Staff Present – John Salomone, City Manager; Debra McCormick, City Clerk; Bea O’Hora, Comptroller; Frank DeOrio, Municipal Utilities Director.
Pledge of Allegiance to the Flag – Mayor Lattimore asked several of the Little League All Star baseball team members in attendance to lead the pledge.
Presentations and Proclamations – Mayor Lattimore invited Ed Charles Coach of one of the three All Star Little League teams to speak. Mr. Charles commented on the team’s accomplishments he thanked the parents and coaches and thanked Council for inviting them. Mayor Lattimore asked the Clerk to read the Proclamation honoring the teams.
Public Announcements – Clerk read.
Presentation of Petitions and Communication – Clerk read.
First Reading of Ordinances and Local Laws – The City Clerk read Local Law # 1 of 2004 establishing the City of Auburn Municipal Power Agency.
Mayor Lattimore introduced John Montone, Chairperson of the Public Power Task Force. Mr. Montone discussed the law and the potential benefits if passed. Council discussed.
Mayor Lattimore asked for Council consensus to move the Public to be Heard forward in the meeting to accommodate the people waiting. Council agreed.
Public to be Heard
Connie Laxton, mother of skateboarder, spoke on behalf of many parents upset by the arrest and treatment of a young skateboarder. She asked that Council reconsider the law that forbids kids to use the skateboard as a means of transportation.
Bob Wilbur, Catlyn St. – spoke to reinforce Mrs. Laxton’s comments on skateboard issues.
Janet Patterson, State St. business owner, spoke about problems she is having with the bar patron behavior and vandalism on the corners of State and Perrine Streets. She stated that the patrons of the 5 bars in that section are out of control and destroying property and the neighborhood. She asked for Council’s support in making it stop. The Mayor responded and agreed to.
Kyle Norcross, 14-year-old skateboarder spoke to tell Council he just wants to ride his skateboard to get from one place to another. He told them he does not destroy property or skate where he is not supposed to.
Wendy Van Horn, a skateboard mother, explained to Council that she has taken kids to the skate park in Ithaca 15 times this year, it is free and the kids love it.
Mayor Lattimore thanks those that spoke.
Work Session –
Water and Sewer Discussion
The City Manager distributed a handout. He reviewed it with Council. Frank DeOrio, Bea O’Hora, the Manger and Council discussed the issues of increasing revenue and cutting costs.
Other Business –
Council Jacobs reported that he has called the Department of Transportation and at his request they are going to check the traffic lights on State St. He also asked the Manager about his request to have “no parking here to corner” signs posted on the Cross-and Wall St. intersection.
Tom Leone, Corporation Counsel requested that the agenda be amended to add Resolution #121 of 2004 authorizing a public hearing be held on August 19, 2004 concerning the proposed Local Law #1 of 2004. Council agreed.

Mayor Lattimore thanked Senator Nozzolio for the State Aid Funds sent to the City.
